The president of the Cape District Football Association (CDFA), Wayne Jones (pictured), and his co-accused Ivan Williams have both been found guilty of their actions at Safa Cape Town Annual Congress Meeting in February at the Rylands Civic Centre.
Mr Dumisani Gqibela, who presided on the matter, has delivered his verdict that both Jones (Respondent 2) and Williams (Respondent 1) be suspended from all football activities (on field and administrative duties) for a period of twelve (12) months.
This suspension is wholly on condition that the accused are not found guilty of the same or similar during the time of their suspension.
Mr Williams may resume his duties with immediate effect while Mr Wayne Jones is to submit a written apology to the President within seven days for his disrespectful utterances at the AGM on the 5th February 2023. Failing to adhere to this he will serve a six-month suspension commencing at the start of the LFA season 2024.
SAFACT and CDFA will each contribute 50% of the total cost incurred for the AGM on the 5th of February 2023 while the former will pay 60% and CDFA 40% of the Disciplinary Hearing costs. Payments are due on or before the 31st of December 2023.
Both Jones and Williams have the right to appeal within 14 days of the notice being published and appeal in writing to SAFA National. The notice should state on which grounds of fact and or law the Disciplinary Committee has erred in arriving at its decision.
The duo brought the Association into disrepute by refusing to obey the instructions of the Chairperson of the meeting when ordered to, on the 5th of February 2023 at the AGM earlier this year.
The CDFA submitted the credentials of Wayne Jones and Ivan Williams as the delegates of the LFA to the meeting.
It was alleged that Mr Williams got up shortly after the Approval of the Credentials of delegates and objected to the status of the meeting that he wanted to raise a Motion, which had to be tabled thirty (30) days before the commencement of the AGM.
The President refused to listen to his motion, and he had to sit down; He subsequently refused the order by the President who asked him to leave the meeting, whereto he refused. Mr Jones then took the mic and objected to the actions and behaviour of the President who asked him to leave as well, after he allegedly defamed and insulted the President.
The meeting was adjourned for five minutes so both delegates could leave. After the meeting reconvened, the two members still refused to leave and the meeting was again adjourned whereby the REC met and decided that should the members refuse to leave, SAPS will be called to remove the members.
Mr Clive Bailey addressed the Congress and asked the members to leave. A vote was taken to decide whether the members should leave and the Regional Executive Committee and MANCOM decided it would be best if the meeting is adjourned to a later date.
It was alleged that the respondents have violated SAFACT Statutes, SAFACT Regional Standing Orders, CDFA Code of Ethics, CDFA Statutes and FIFA Code of Ethics; they also failed to promote friendly relations with SAFA Cape Town when they brought the SAFA Cape Town Annual Congress to an abrupt end, causing wasteful expenditure to be incurred. They also failed to observe the Statutes of SAFA Cape Town when ordered to leave the Annual Congress on 5th February 2023.
Furthermore, Gqibela stated Jones and the CDFA failed to submit agenda points for the Annual Congress but opted to disrupt the meeting.
“As a seasoned delegate who has been ordered out of meetings on multiple times, you failed to exercise your obligations to the SAFA Cape Town Statutes by disrespecting the statutes on the 5th February 2023. You have failed to respect the authority of the Annual Congress by bringing it to an abrupt end and causing embarrassment to the Association.”
Additional charges for Mr Ivan Williams were that he violated the Regional Standing Orders for Members by refusing to sit/take a seat when the Chairperson rose to speak.
After being ordered to take a seat, he continued to speak, not at the invitation of the Chairperson of the meeting. This caused adjournments before the final adjournment and a huge bill later.
Additional charges for Mr Jones were added after he failed to honour his office as the President of Cape District FA in bringing the Association by violating the Cape District FA in souring relations between SAFACT and Cape District FA by circulating a damning WhatsApp voice note on or about 6th February 2023.

* you violated the FIFA Code of Ethics by disrespecting the office of the President of SAFACT.
* You abused your position by recording the WhatsApp message and then circulating it amongst the general public.
